I just obtained my C&R License. How exactly am I supposed to be logging my purchases? - obtaining serial numbers sony vegas

Two questions:

1. I bought a 1911 Colt .45, and no longer want. My brother, but I can transfer / sell?

2. How should I be cut off these operations? Until now, I just write the data and serial numbers.
